Strengthening BNNRC in Capacity Building, Lobby & Advocacy to Contribute to Community Media Development.

Objectives:

The common objective of the Strategic Partnership program [No news is bad news] is:
Media and journalists, as independent players in civil society, constitute a diverse and professional information landscape and function as catalysts for change
Media play a crucial role in inclusive and sustainable growth and development, linking grass-roots civil society concerns to national and global policy levels. As indicated in the Theory of Change there are three domains that set pre-conditions for a proper function of the media: the enabling environment or the space of media to operate, the ability of media operate in a way that serves the needs of populations and civil society and the professional capacity and quality of the media. Therefore the common objective can be fulfilled by contributing to achieve the following 3 (three) Intermediate Outcomes :
IO-1. An enabling environment for the media is established, conducive to freedom of expression
IO- 2. Media serve the interests of the public and act as a watchdog on their behalf
IO-3. Journalists and media actors work professionally and are effective and sustainable.

Contributing to IO 1,2 & 3

1. i Joint Program planning for appropriate Media Content: Representatives from different political institutions and civil society groups and disadvantaged community will be invited to give their idea in program planning for the radio stations in their area. This is how they will be able to reflect the local development priorities, challenges and opportunities through community radio.

1.ii CSO dialogues:Different stakeholders will be involved in discussions on emerging issues of media sector so that innovative idea and their role will be identified, which will contribute to establish enabling media environment.

 

1. iii Policy brief:Briefing published periodically aiming to update the legal and regulatory situation and issues of the sector and provide “food for thought” for selecting action points of the policy level people.

 

1.iv Support in Journalists’ Safety :The issues in attention and visibility

 

1.v Observation of World Press Freedom day and RTI day, talk show and publication in media:highlighted the issues relevant to enabling media environment like freedom of expression, access to information, digital hygiene etc.

 

1. vi Create Enabling environment within the media house:This effort will contribute in improving governance within each of the radio stations and help the community radio professionals to understand the legal aspects so that they will play better role.

 

1. vii Knowledge exchange:By being the member of regional and international Forums BNNRC will exchange knowledge and lessons learned within the members of community media organizations. The regional and international knowledge will be disseminated to the grassroots level accordingly.

 

1. viii Review meeting within BNNRC:Since BOT is the highest body, it will check the quality of the programs implemented by the organization (BNNRC) and objectively verify whether the activities are appropriately contributing to create enabling environment for community media, media works professionally and serves the interests of the community. The participation of the members will ensure governance within the organization.

 

2.i Engage local government institutions:Community Radio can engage these institutions effectively in the process by organizing orientation sessions for CR staffs.The orientation will give an appropriate direction to CR staffs how to ensure participation of representatives of local elected institutions. A Manual will be developed which will be a sourcebook for all users and practitioners of the topic.

 

2.ii Integrate socio-economic development issues (community-oriented agenda) with media and community radio programs : Community Radio can be the meeting points for all experts/actors from different socio economic movements, to share information, to discuss debate and provide ideas through programs. Training workshop will be organized for community Radio Practitioners where expert/s of each development issue will participate and prepare an outline of their program plan in consultation with the development-sector experts. This will harmonize rights and issues with concerned organizations and government agencies.

 

2.iii Bangladesh Alliance for community media and ICT:This alliance under coordination of BNNRC aims to undertake joint advocacy initiatives towards policy formulation and decision-making in the sector as regards to digital security, information access and freedom of expression, Gender and Media.

 

2.iv CMSC(Community Media Support Center) :The new Initiating organizations of community radio stations will have initial information and knowledge from the experienced professionals. It will help them to avoid the probable loopholes and undertake appropriate steps in developing a community radio station.

 

2. v Publish newsletter/on Community Media: All updated information and the best practices of community media sector will be published on a periodic basis.

 

3.i BNNRC Capacity building:BNNRC staff will receive professional training on L&A.This will develop their Communication and Negotiation skill .

 

3.ii New CRSs capacity building:BNNRC will support the stations by sending sector specialist/experts in the training at community radio stations. It is expected that at least 04 community radio stations will be on-air in the year 2016. They need to have skill at least on basic level of news, editing, pre-post production.

 

3.iii Training workshop on Fund raising for CR stations:Fund raising is a key area for a radio station to get the sustainability. Organizing a training workshop will help the community radio practitioners to get the right direction and some methods and tools to operate the fund raising mechanism and process. The Manual will be developed as a source book for the upcoming practitioners.

 

3.v Fellowship program for Youth Women:A process already in continuation with radio stations for increasing young rural women in professional journalism so that situation of the vulnerable community will be reflected in media in a more comprehensive way. Increased number of Young women professionals in community media will contribute in breaking the social discrimination and women empowerment process. Issues of rural women and children reflected in journalism will contribute in drawing attention of the policy and decision-makers of the state. This phase will specially focus on the young women from the Dalits and socially disadvantaged groups.

Activities:

For IO-1
i. Program planning for appropriate Media Content: Organize Radio Program Planning & Review [half-day] sessions with community representatives from different social groups and Joint program designing for the station. 02 sessions in the year/station

ii. CSO dialogues: Organize dialogues at local level including journalists, community radio broadcasters, civil society members, local elected representatives and government officials.

(Community Radio station, in collaboration with 1/2 prominent CSOs in the area may take the lead) -1 dialogue/station

iii. Policy brief: Publish periodic briefs on community media sector (e.g. Journalist’s safety & security, Gender and Media) - 2 reports.

iv. Support in Journalists’ Safety
- Develop & publish Pocket Book on Journalists ‘ survival (safety & security) -500
- Provide Safety Jacket for community journalists -200

v. Observation of World Press Freedom day and RTI day, talk show and publication in media: On the occasion of observing World Press Freedom day each community Radio station will organize talk show and the journalists will publish special articles highlighting the issues relevant to enabling media environment like freedom of expression, access to information, digital hygiene etc.

vi. Create Enabling environment within the media house:
BNNRC will assist the community radio stations in developing their
- Community Radio Bi-laws
- Rate Card(for advertisement)
- Gender Policy Review in line with SP
Drafting, circulate within the CR stations, finally produce and distribute
Organize Orientation for Management committee members of Radio stations: 1/station=17(Total)

 

vii. Knowledge exchange: Subscribe, represent and network in different International Media forums (like AIBD, ABU, GFMD, WACC, CMFE) as with member status. viii. Review meeting within BNNRC: Organize on quarterly basis with Board of Trust (BOT) members to review the progress of on-going activities and decide on any corrective measures (if necessary).

For IO-2

i. Engage local government institutions with community radio stations at station level : Organize one (1) Orientation for CR staffs and develop one (1) Manual [These institutions will include office of Member of Parliament, District Council, Upazila Council and Union Parishads.]

ii. Integrate socio-economic development issues (community-oriented agenda) with media and community radio programs:For being a full-fledged community media outlet to serve the interests of the community, the development issues and the actors working with those issues at local and regional level need to be integrated with community radio programs.

 

Organize Training Workshop at central level(Dhaka), where experts of each development issue will participate as facilitator and prepare action plan for Community radio programs : 34 partcipants-4 days

 

iii. Bangladesh Alliance for community media and ICT: Bangladesh Alliance for community media and ICT is an apex Forum formed to share idea, experience, expertise and knowledge within the organizations working in this sector. BNNRC coordinates this alliance. Organize :

- Meeting—1
- Campaign

iv. CMSC (Community Media Support Center):organize 1 meeting with New CR initiators, Develop & Publish -1 Booklet for New initiators of Community Radio in Bangladesh.

 

v. Publish newsletter/on Community Media :(3 times/year, each publication -1000 copies)

 

For IO-3

 

i. BNNRC Capacity building: BNNRC’s04 staffs will receive professional training, on L&A (Skill in Communication and Negotiation )

 

ii. New CRSs capacity building:04 community radio resource persons will be mobilized to train new station producers on 04 issues (news, editing, pre-post production)-04 stations, 1 day/workshop)

 

iii. Training workshop on Fund raising for CR stations:01 day and Prepare a Manual,

 

iv. Fellowship program for Youth Women : (from Dalits and socially disadvantaged groups) in community journalism: 03 months- each batch-orientation and engagement in fellowship ,mentoring.
